Is the council tax band check free?

Yes. The initial check, band comparison, and case strength score are all completely free with no sign-up required. The Full Appeal Pack, which includes your complete evidence pack, VOA challenge letter, PAD request letter, and PDF download, is £29.99 as a one-off payment.

How accurate is this tool?

CouncilTaxChecker analyses your property across multiple independent data sources: VOA postcode band data, EPC certificates (29M+ records), Land Registry price paid records, Valuation Tribunal decisions, and ONS House Price Index data. Each factor is weighted into a 0–10 case strength score. The tool does not guess — every score is backed by real data. However, only the Valuation Office Agency can formally change a council tax band.

Is this legal advice?

Do I need my council tax reference number?

No. Our checker works with just your postcode and house number. If you decide to challenge your band directly with the VOA, your council tax reference number can help, but the VOA can find your record without it.

Council Tax Bands

How were council tax bands set?

Council tax bands in England were set in 1991 based on estimated property values on 1 April 1991. The original valuations were carried out under significant time pressure, with many properties assessed by little more than a drive-by inspection. England has never had a national revaluation since.

How many homes are in the wrong band?

Based on analysis of all 318 local authority areas across England, an estimated 3.2 million properties may be in the wrong council tax band. Over 130,000 successful challenges have already been made to the VOA, but millions more homeowners have never checked.

What is the VOA?

The Valuation Office Agency (VOA) is the government body responsible for assigning and maintaining council tax bands for all residential properties in England and Wales. They are the only body that can formally change a council tax band.

Can my band go UP if I challenge?

Yes. When you submit a challenge to the VOA, they can review your band in either direction. In rare cases, a challenge can result in your band being increased. This is why our Case Risk Assessment section exists — to help you understand the upbanding risk before you proceed. We strongly recommend reviewing all the evidence before submitting any challenge.

The Challenge Process

How do I challenge my council tax band?

The formal challenge process is free and managed by the VOA at gov.uk/challenge-council-tax-band. You submit a "proposal" to change your band, supported by evidence — typically comparable properties in lower bands and your estimated 1991 property value. What evidence do I need?

The strongest evidence is comparable properties — similar homes nearby that are in a lower band. Supporting evidence includes EPC floor area data (showing your property is similar in size), estimated 1991 property values derived from Land Registry data, and relevant Valuation Tribunal decisions from your area. Our report gathers all of this automatically.

What is a PAD request?

PAD stands for Property Attribute Data — the VOA's own record of your property's characteristics including floor area, room count, and property type. You can request this data, and comparing your PAD against neighbours can reveal errors in how your property was assessed. Our Full Appeal Pack includes a pre-filled PAD request letter.

How long does the challenge take?

The VOA aims to respond to most challenges within two months, though complex cases can take up to six months. If the VOA rejects your challenge, you have three months to appeal to the Valuation Tribunal for England (VTE), an independent body. The VTE process can take a further 6–12 months.

Do I need a solicitor?

No. The challenge process is designed for individuals and does not require legal representation. Our Full Appeal Pack gives you everything you need — the evidence, the appeal letter, and the submission guide — to do it yourself.

Refunds

Can I get a refund if my band is wrong?

Yes. If the VOA agrees your band should be lowered, your council must refund the difference for every year you overpaid — backdated to when you moved into the property. There is no time limit on how far back a refund can go.

Can I claim for a property I no longer live in?

Yes. If a property you previously lived at is rebanded, you are entitled to a refund for the period you were the council tax payer, even if you have since moved.

How much could I save?

The average saving from a one-band reduction is approximately £300–£500 per year, depending on your local authority. If your band is reduced, you also receive a backdated refund for every year you overpaid. For someone who has lived in their property for 10 years, that could be £3,000–£5,000.

Is there a refund policy?

Yes. You have a 14-day cooling-off period from the date of purchase. If you have already downloaded the PDF evidence pack, the right to cancel is waived under the digital content exception to the Consumer Contracts Regulations 2013 — but you must explicitly consent to this at checkout.
